Yes, however they must be 15 years of age to fly solo and they should meet all the medical requirements. There is no upper age limit to learning to fly either.

CASA (Civil Aviation Safety Authority) age requirements at the time you are ready to undergo a flight test:

Recreational Pilots License – 15 yrs

Private Pilots License – 17 yrs

Commercial Pilots License – 18 yrs
